The Point-in-Time (PIT) count is a count of sheltered and unsheltered people experiencing homelessness on a single night in January. HUD requires that Continuums of Care conduct and coordinate the annual PIT Count.
The Housing Inventory Count (HIC) is a point-in-time inventory of projects within the Continuum of Care (CoC) that provide beds and units dedicated to serving persons who are homeless. It is intended to provide HUD and CoCs with information about the shelter and housing capacity of the homeless crisis response systems within the community.

The Department of Housing and Urban Development (HUD) has developed a series of system-level performance measures to help communities gauge their progress in preventing and ending homelessness. These System Performance Measures are intended to assist local CoCs with designing a local “system” to assist sheltered and un-sheltered people experiencing homelessness and providing the services necessary to help them access housing and obtain long-term stability.
